Doom on game-maker
If budget is REALLY important, I recommend that you follow the Linux suggestion. Your computer can probably run linux. Then, you will have all sorts of free tools to play around with. You can then learn Python or C/C++. Linux is a really great environment for other things too. i'd used it if I didn't have a WMP11, although I will try ndiswrapper again soon.
