Is ther any Steering Wheel that sense the torque

Is there any steering wheel that sense the torque applied by user(driver) on steering wheel.Can u give me details abt such steering wheels?
Will force feedback steering wheel give torque applied by user/driver on steering wheel?
Dont´really know if i understand your question well but if i am right you have to look to the joystick-api in DirectX.
